Oddly enough, in Sailor Moon, Rei's eyes were distinctly different from all the other girls' too. So it seemed like she really was the only Japanese character, despite the lot of them having Japanese names and living in Tokyo. |

I think it's just the way her eyelashes/mascara is drawn and groomed.
They're brushed thick and drawn out to accentuate the eye, tapering at the edges.  |
