I've just realized something. Ponies who don't have eyeshadows (like Rarity) get one when they are shown with their eyebrows. |

I would assume it's because of the shadow caused by the eyebrow and and facial structure; eyelids and the eye themselves are concave and thus appear darker on the face. |
