While this is a good explanation, Pound Cake wasn't in a life-threatening situation.

What I think is that foal flight is instinctual, but the instinct soon fades and the pegasus has to learn how to consciously fly.

but Scootaloo probably CAN fly (she's hovered before I know that much) when was it ever stated that she couldn't, she probably can't fly as well because her wings are tiny compared to her body which could just mean a pegasus' wings grow slowly compared to the rest of their body

Actually Scootaloo is plenty capable of flight, she just prefers to stay grounded or propell her scooter, since all of her friends are grounded.

Well, prior to the episode, my headcanon was that Pegasus babies used to be taught how to fly by being pushed off the cloud they lived on, forcing them to either use their wings or plummet - much like real life bird species. Only in more recent times, however, has that in-home approach to teaching been replaced with flight academies and is generally frowned upon by the majority of Equestria's public.

This headcanon basically allows slow learners to become more noticeable in society, because they are now living longer without being able to fly. When it comes to Scoots, I chalk it up to not being taught well or at all by her parents (possibly due to her parents not being Pegasi) and not yet attending a school to teach her to fly.

After today's episode, I have no fucking clue. On the one hand, Pound Cake could just be naturally talented, but that would make him seem OP (even Pumpkin Cake's magic is explained as being a temporary thing, thus making her seem less OP).
On the other hand, maybe all Pegasi babies can occasionally fly shortly after being born, but then lose the ability as they get a little older, thus prompting parents to either drop their foals off a cloud to kick-start the survival instincts or teach them through less risky means.

Has it been mentioned on the show if Scootaloo really can't fly?

Maybe she can fly but she's never been shown requiring to because she rides that scooter all the time.

I know very little about her compared to Apple Bloom and Sweetie Belle. There hasn't been an episode about her yet either.

That is something to take into account: It's never been stated that she can't fly, and like with Sweetie Belle and magic, she's never actually seen trying it.

And I agree with Digara, that while Scootaloo may be capable of flight, she seems to enjoy speeding on her scooter, and being with her friends.

Although, whether this was just an insult created from a word that sounds like a synonym for "stupid", or whether it was an actual reference to the flightless bird is uncertain...

Rarity explained that unicorn foals will sometimes have large bursts of magic.

Maybe the same is true with other types of ponies and thier own magic: In the case of a pegasus, it'll be able to fly for brief periods of time.

As the foal grows older, and thier magic stabilizes, they need to learn how to manuelly control it.

Flying takes more energy than walking, and quite possibly more than running (this may explain why we didn't see any pegasi flying in the running of the leaves, even tho Dash was the only pony restricted to not fly).
If you stop flying, you fall to your death whereas walking you can just stop in place.
Hovering in place takes energy.
Wings can lokk up from fright.
This makes flying dangerous for anypony who isn't very athletic or is easily frightened.

Additionally, flying into an obstacle could be fatal.

Ponyville, unlike Cloudsdale, is designed for Earth Ponies. This means standard urban planning with city blokks and such. Flying thus offers few advantages for most travel, especially with the small size.

Culturally, imagine if you could fly and your friends can't. It would be kind of awkward to fly a lot when walking with them and especially when just talking to them.

This all explains why bakkground ponies and Scootaloo don't fly very often. Rainbow Dash is an exception most likely cause she's very athletic and courageous and such.

We know baby ponies can fly, we've seen it since episode two with the little foals that give Luna a wreathe. Obviously, Scootaloo is a late bloomer.

Including pound cake, 4/4 of known baby pegasi can fly.

When I was a child, I used to be able to climb between two close enough walls with ease.
I remember trying to do that when I got a little older, and I couldn't manage to do it ; my muscles couldn't support my new weight at all anymore.

My guess is that likewise, pegasi babies have a lot less difficult time flying because their bone structure weights a lot less than that of older foals like scoots.

The same could be said for Pumpkin Cake's self-telekinesis levitation, by the way. It does not explain why she can phase-shift through walls, though... oh, well. Magic.

Scoots does fly for a second in Cutie Pox. Its only short but enough to prove she can sustain flight.

Well.... in the show rarity says baby unicorns get temporary bursts of magic so that answers why she was so good at it,
as for pound cake, and scootaloo I bet wings just grow slower or something. (also explains why fluttershy was so bad at flying when she was little.) scootaloo's probably due for a wing growth spurt.

that is my simple answer, try not to over think it guys :P
