Two possible explanations:
1) Tiny foal is tiny, and therefore light enough to fly. with tiny wings. Scootaloo's gone through a growth spurt and her wings just have to catch up a little. 2)Then again, it's never been canonically shown that she CAN'T fly... just that she prefers to use her scooter. (And considering she has enough wingpower to tow a wagon loaded down with her two best friends, whatever they're carrying, and at one point a full grown filly in the back, she certainly has enough propulsion to get airborne!) |

Or like I said in the original pic 3) Since she's "pounding" things, she may has superstrength as her special talent and her wings are strong enough to support her even at that age. But I agree with #1 the most too. |

All flying or otherwise seen by any young pegasus has them flapping their wings like a humming bird, grown pegasus use their wings more like other birds, not having to beat then so much.
I say that Scoots can flay but not the proper why that a grown pegasus can. |
