That's just baby flying, Scootaloo. I'm sure you were able to do that when you were one month old. It's not really flying.

My headcanon explanations:
1. The body of a pony grows faster than the wings, so for a baby pegasus the wings can support the body, but as they grow older they loose that ability until the wings can catch up during puberty. 2. Pound's special talent is "pounding", so he get's superstrength as a special ability, and that enables him to fly at this young age. |

Rarity explained that unicorn foals will sometimes have large bursts of magic.
Maybe the same is true with other types of ponies and thier own magic: In the case of a pegasus, it'll be able to fly for brief periods of time. As the foal grows older, and thier magic stabilizes, they need to learn how to manuelly control it. |

That time between being a baby and getting your cutie mark must suck. I mean being a baby pony seems to randomly grant you super skills much like a cutie mark making the time when you no longer have baby magic/flight/strength/whatever but haven't gotten your cutie mark a time when you basically are made of suck. |

Or maybe she can fly but we just haven't seen it yet... seeing as she can propel herself, bloom, bell, and pinkie in a cart all at once, I doubt it's a problem to get herself of the ground. |
