Rarity explained that unicorn foals will sometimes have large bursts of magic.
Maybe the same is true with other types of ponies and thier own magic: In the case of a pegasus, it'll be able to fly for brief periods of time. As the foal grows older, and thier magic stabilizes, they need to learn how to manuelly control it. |

Could just be that when they're that small, their smaller wings are able to give them some lift. Then as they get older their bodies get bigger faster than their wings, so they have to let those grow out more to get back into the air again. |

@#865602 This is the most likely case. There's stuff you're able to do briefly as a baby that you don't get to do again for a few years. Scootaloo was probably doing the same at that age.
Similarly, Pumpkin's magic is wild and operating on instinct, and is only able to do so much because she's only a month old so it doesn't take much power to move her around. |
