Ya Scoots can fly like that too, but that's like a humming bird where grow pegasus don't flay like that as they don't have to keep there wings moving like that, and ya what Anon596 pointed out that Rarity said.

Rainbow Dash, Twilight and Rarity mentioned that very young ponies can have bursts of their powers at the very start of the episode.

Although flying while dragging around a fully grown earth pony and phasing through walls seems to be particularly impressive o.O

I think this confirms that The CMC's are in the "special" class.

Example one: Snips and Snails both idiots.
Example two: Diamond Tiara and Silver Spoon's only 'talent' seems to be being useless bitches. In the caste system theocracry of Equestria, I could imagine an exceptionally useless cutie mark could be considered a disability.
Example three: Scootaloo and Sweetie Bell outclassed by babies, as stated above.
Final Example: Apple Bloom is clearly the product of true Southern style inbreeding.

Rarity explained that unicorn foals will sometimes have large bursts of magic.

Maybe the same is true with other types of ponies and thier own magic: In the case of a pegasus, it'll be able to fly for brief periods of time.

As the foal grows older, and thier magic stabilizes, they need to learn how to manuelly control it.

But yeah Rarity does indeed explain the super-uber-would-Celestia-make-jelly-magic-hax that the unicorn has going ...

For the pegagus flying ... I hope it's kind of the same reason and he will loose that abilities when getting older and being to heavy for the tiny wings to support until they catch up.

Considering what happened when Twilight *lost control* of her magic---
Looks more like an instance of "magical surge" on Pumpkin's part.

Also, IRL, infants and toddlers can surprise the utter hell out of you with what they are capable of. They're far stronger and more energetic than you'd think.

As mentioned before, baby unicorns have magic surges that come and go. Pumpkin Cake likely just experienced a couple such surged during the episode--as she grows, she'll likely outgrow that and have to learn how to utilize it herself.

As far as Pound Cake goes...his wings are the same size as Scootaloo's--but Scootaloo is, like, what, three or four times bigger than him in body?

She likely can't fly because her body just weighs too heavy for her tiny wings to support--unlike Pound Cake, who can fly right off because his small wings are directly proportionate to his size.
