Umm, okay, I won't let this devolve into a religious debate, but would someone mind telling me how this is still supposed to resemble Fluttershy?
All we have to go by are three random butterflies, which vaguely resemble those on Fluttershy's cutie mark, that's it. Not even the eye color is right. |

Fluttershy has blue eyes and pink scarf is hair, i guess since its rare for girls to have pink hair IRL (natrually) and yellow since she is a yellow pony.
Expression is a gentle and almost the same as her "default" eyes/expression. Much like AJ hat, rarity "classy dressed, wont see her in rags..or just hipster colthes that tend to be voilet and white. RD either rainbow hat, or dyed or something rainbow and something blue. bottom left it says Kistyo? Kiotyo? |

If this is made by who I believe it is, then she has pink hair too. You just can't see it because of her hijab. |

#848897; "...but would someone mind telling me how this is still supposed to resemble Fluttershy?" Well besides the clothing fitting her overall colour scheme as a pony? I agree that the eye colour is off though. The blue is more similar to Rarity or Pinkie's eyes, whereas Fluttershy's are more aquamarine. |

I see the resemblance to her. Her eyes are cyan though. |

The idea most artists of this depiction have is that Fluttershy's normal hair resembles a hijab, which can give the effect of coming down one side and then swooping up to the other (where it's held).
One can wear hijab without being Muslim, of course. Covering the head is quite a reasonable thing to do in a very sunny, dry climate. Which is not Ponyville, obviously, but if Fluttershy's parents are from such a region she could wear it as a matter of tradition. |

Funnily enough a similar practice was quite common among older generations of Eastern Orthodox women. Wearing a kerchief over the head in a similar fashion is quite common among Anabaptist groups and Hasidic and Haredi Jewish women as well. "...but if Fluttershy's parents are from such a region she could wear it as a matter of tradition." That or she converted. |
