If filling yourself up with zap apple jam will result in the jam tasting delicious, then you must FILL! I said that, and I'd say I know a little more about zap apples than you do, pally, because I DISCOVERED them!

This was my first though when I saw the scene. There's no way in hell this wasn't meant to be a TF2 reference.

Maybe back in the war yes, but these days, fuck no.

I don't think that this is a TF2 reference, but rather they are both parodying the stereotypical "Blind leader talking to his soldiers". It's a joke that has been running around for a while.
An idiot leader in charge, obsessed with the task so much, they neglect their own helmet, and look stupid on parade.

There is probably a trope for that.

And and entire team of animators remain unaware of these very specific resemblances to this very iconic TF2 video when their show is crossed over with TF2 pretty much more than anything else?

No doubt intended to be a typical drill sergeant parody for regular viewers but I find it hard to imagine this not being at least a nod to TF2.
