^It's fanmade by Envy. The Wendigo in the MM is a wolf-man-wind-spirit thing with no legs. But this looks surprisingly fieldable except for the vagueness of 'positive emotions'. They need an innate method of inspiring fear/hate, perhaps in crowds, to really be effective.

Should be "affected by a Fear spell", "area affected is covered", "Fear spell in its Circle of Cold", and "within its area of effect". It might be worth replacing "Fear spell" with "Fear effect" to clarify that it applies to all fear effects.

I'd agree with the need for an innate method for inspiring fear or hate unless you're going to team them with other monsters. For example, a group of windigoes might follow another monster that has a fear effect, showing up perhaps 1d8 rounds after combat begins to feast on the negative emotions.

Nice art - it fits the WotC style.

Wall of geekery incoming.

It's an air-subtype outsider, but something tells me it might function better as a cold-subtype elemental (ice paraelemental -- for those unfamiliar with Planescape, that's air + water), mainly because its native environment isn't advertised as outside the Prime Material. Either change its type to elemental (cold), change its environment, or give it the (native) subtype.

The CR seems a bit high, especially considering the creature's HD. Very few creatures have a lower HD count than their CR value. I'd probably tweak the CR down to 7, since anyone with a sufficiently fast mount and a +1 longbow can seriously kite them to death, but ice storm can be a vicious spell if properly employed. (I'd also tweak up the HD a notch, but that's just me.)

Why does it have +5 initiative? Its Dexterity modifier is +4.

Being incorporeal, it gains no benefit from Weapon Finesse, because it already uses its Dexterity modifier for melee attacks. Give it a different feat.

The fear aura doesn't advertise what brand of fear it induces. It should state whether it's despair or fear in a full description outside the stat block. For an example, check out the osyluth. Either way, it seems out of place for a windigo to instill either, since they feed off anger and animosity, not apprehension and despondency. I would instead suggest a custom-made aura of rage or something similar.

The circle of cold should be advertised as an emanation with a size measured by its radius (e.g. "15-foot radius emanation, centered on a point in space" -- a cylinder would also work, and I probably would've made the area "20-foot radius cylinder, 40 feet tall" myself). "30/30 foot area" is not proper game terminology. You should also specify a maximum range for where they can place the effect, because right now, there is none. It should probably also bring about a blizzard in outside areas, much like with the Hearth's Warming Eve play, but that's just a suggestion.

The spell-like abilities are improperly formatted. It should read: "At-will—bane (DC 12), shatter (DC 13), create water, gaseous form (self only). 3/day—cone of cold (DC 16), fog cloud. 1/day—ice storm. The save DCs are Charisma-based." (On that note, you may or may not wish to adjust its Charisma to buff the save DCs.)

That's all I can see. Other than that, I really like it. I'd recommend adding some fluff, but you're a bit pressed for space (not that you couldn't add a second page).
