It's also said the flag's colours were based on the Escarapela, and it can't be said for sure were those colours were chosen from (Though it seems withe and sky blue were very common before these symbols were made).
But anyway, the face in that sun is certainly based on the Incan deity "Inti", the sun itself (Whose sister and wife was the moon itself), you know were I'm going with this... |
