but the foot measurment system is based on the length of the foot of an english king, if the same logic is applied, a food would be the size of celestia's hoof.

^^ A "foot" could be from hock joint (heel analogue) to hoof, on an average pony that would make it about right.

I prefer to think that ponies are one quarter to one third candy cane. Keep everything in the same measurement system.
