No, it's because Hasbro wanted there to be an engine and Lauren Faust didn't, so they came to a compromise. Now that Lauren's gone they don't need to compromise. |

With as regimented an ecology as Equestria has, there may very well be strict limits on the amount of combustion engines that are licensed in the country. So you'd have special-occasion trains that run on fuel, and more frequent pony-power runs. |

There's actually a meta-explanation for that.
Lauren Faust mentioned that she tossed the idea of a train just in and everyone was really excited about it, but she didn't want the train to run on coal/steam because that would be too human-like, so she had the train pulled by ponys instead. In season 2 however Lauren "left" the team and the other producers could use a train like they wanted. |
