December 21st is when the committee dealing with SOPA has another markup session - that is, votes on proposed amendments to the bill. At this point, SOPA has yet to pass /committee/, let alone pass into law.
People are mistaking passing committee for passing into law - passing committee means it goes on to be voted on by House and Senate (which is perfectly normal). If /they/ pass it, then the President signs it and it becomes law. |
