Hm, let's see if we can come up with a good fanon explanation for that... How about, the pegasusususes couldn't control the snow, and the unicorn's magic couldn't stop it, because, as it turns out, it was being caused by some sort of magical creatures?

OP: You never paid attention to "Winter Wrap Up," did you? Twilight tells Spike that the Earth Ponies who founded Ponyville started Winter Wrap Up. The events in "Hearth's Warming Eve" took place centuries ago.
