Something I realized: Why would a representative be so crazy as to wear FOOD on their heads? Because it isn't insanity. It's intimidation: A simple tip of the hat during negotiations can imply "Do what I want, or your people starve." That, plus the stare you're seeing right now, is plenty of intimidation, like Commander Hurricane wearing wartime armor or Princess Platinum wearing REALLY high-end clothing ("I'm a fat enough cat to waste cash on clothes like this.")
