Isn't it counter-productive for one party to threaten the other in a mutually-dependent relationship?

If the Pegasus-es-es-es stopped clearing the bad weather, food production goes down: no food for the Pegasus-es-es-es.

If the Unicorns stop raising the sun, food production goes down: no food for the Unicorns.

The Earth Ponies really had the strongest hand, being the ones who created, collected, and distributed the food.

@789884 that occurred to me as well when I was roughing this out. Neither pegasus nor unicorn can afford NOT to do their part, nor can the Earth Ponies survive without unicorn or pegasus. It really comes down to attitude.

We can problably presume that the preceeding situation was more along the lines of indentured servitude, with implied threats from the pegasai and unicorns to the Earth ponies that "nobody eats, especially you, without us", but the modern system has legalized contracts and checks & balances in the form of the impartiality of the AllForm princess(es).

Plus, it may have been one of Celestia's schemes to instill a social psychology in the likes of Cloudsdale to have the pegasai make "maintain nice weather" be a point of their own pride and honor, prolly pushed on by the memory of the Windigo-influenced cold that overwhelmed them before.

If any side takes more than their equal share from their relationship then yes, it is bad. Only pegasi may able to clear the skies, but how much work time and resources does it actually take from them to keep it happening compared to Earth ponies?

The way we solve that in the real world currently is by competing those services on a free market where, and this is very important, participants have more interest to compete with others doing the same job, than with those working in different areas. This goes a long way to ensure that there are only as many weather ponies at any given time as actually needed, that they are all the most fit individuals for the job, and that no side can band together and use their monopoly on a service to extort a higher price for their work than what would be in proportion for their time and effort.

Supposing that modern day Equestria uses the same capitalistic model, it means that the number of weather ponies (or those in any other job) is a function of demand, with a lot of ponies (see Rarity or Fluttershy) moving on to other jobs.

What level of control was needed in their old land also comes into play. Equastria seems to be a "damaged space" where they have to alter the weather or it will become stagnant, same with the land, and animals which seem intellegent but lack their natural instincts (such as nest building). While other areas *like the Everfree forest* retain their natural cycles. It could be because of Discord that the reality in the space Equastria now resides in was damaged requiring their now constant tending of it.
