That, and it also makes a bit more sense if you assume that medieval-looking buildings and whatnot are fashionable. Plus, that Ponyville is one of those towns with a lot of traditional housing. |

I think the town is like that because they just haven't needed to change the building methods, why change something that works?
To explain why different areas have different levels of technology is pretty simple too, Canterlot is the center of magic, so technology isn't really needed, moving away from that technology increases and magic decreases in use, meaning by the time you reach Manehatten you have modern day tech. This also means that certain ponies will be buying technology in the areas that magic is more common, that explains the air raid siren, the megaphone, the industrial mixer the CMC get pulled into, the stoves in the Cake's kitchen, and so on. |
