^It's Celestia's School for Gifted Unicorns. Presumably, she's the pony that designed the entrance exam.
It should also be noted that there are NOT a bunch of other ponies running around with dragons. Presumably, the entrance exam is to TRY to hatch the egg, but you're not expected to actually be able to do it. I like the fan theory that Spike's egg is actually a fairly ancient artifact of Celestia's. |

According to Lauren dragons are not well known to ponies so it is possible that Celestia did not know.
