Not possible, the nebula is racked with so much radiation and O,B, and A class stars that gravity would prevent planets from forming as well as the fact there was a micro-quasar in the nebula which literally destroyed any chance of life in the nebula before its rate of gas expansion causes it to die out.

Oh i forgot to mention that O,B, and A class stars have incredibly short life spans and tend to detonate in super-nova versus regular stellar expansion upon near death. so again, the nebula is laden heavy with radiation that would kill any organic life form. plus the gravity which would make planet forming an incredibly hard task. |

If you look at the actual shape of the nebula, it looks more like a bucket of paint dropped on a canvas.
Plus id rather like to imagine that ponies exist in a nebula where humans can visit without incredible amounts of protective gear. |

We saw a pony with a Cutie Mark of the constellation Orion in the opening seconds of Sweet and Elite. That puts Equestria... well pretty much on Earth. Either in another dimension or the near (within 1 million years) future as one of the stars in the belt is going supernova soon. |
