That is Genosurvivor. This thingy came from a sidestory based off Kamen Rider Ryuki that asked the question "What is the batshit insane Kamen Rider Ohja had a super mode and even MORE monsters to fuse with?" And yes, I mentioned even MORE. There was something like this dude named Genocider in the show, but it was mostly a rhino monster with the head of a snake and the fins of a stingray. |

Psyga pretty much aces it, it asks if Ohja (who was a murderer and a rider, who liked to add the monsters of the riders he killed to his powers) not only got the super mode... but more monsters... in this case, all of them.
