Fluttershy is the least likely of them (with the exception, maybe of RD) to have big breasts. If you can't figure out why, then it's clear you've never been with a girl or been close to real breasts to begin with.

Fluttershy is depicted as having a large chest because it adds to the characterisation that she is clearly desirable but very shy. Her breasts will attract attention that she doesn't want, and so will hide behind them. |
