I figured it was Pinkie since it's another object falling from the sky. The hot air balloon. She also seems like the most likely to have made those jumps between buildings and into the balloon as she's always hopping and jumping around. |

I say it was Rarity. When she first appeared, the MDW striked a pose while glowing, much like Rarity during the "Celestia is my witness" scene in SHS, the different color because of the costume. She is also capable of very athletic feats, which explains the jumps. While the Mayor was talking she went to the top of a mountain and, before leaving, posed again. And lastly, she made all of those costumes, how is she not gonna try them herself? |

It can't be twilight, since you see her among the background ponies just a few seconds prior. It's probably pinkie due to how high she jumps and the agile nature of the save. |

While this is only slightly on topic, since a pony's tail would be an extremity up to half of its apparent length, wouldn't it be a bit painful wearing the MDW costume, seeing how far they'd have to bend their tails? I mean the costume has no apparent tail, so they would have to have it curled up against their bodies to hide it. Must have been a fluke on Rarity's part, what with there being no tails in those costumes. |

The flesh part of a horse's tail is a short stubby thing. Most of the tail is hair. The costume could have a pocket in the underside of the cape into which the tail could be hidden. |
