Statues are the first ponies that Celestia chose to recreate the Elements of Harmony, but the experiment failed.
So, Celestia, began to manipulate slightly the ponies to create the Elements "naturally", with a real friendship's power. The old "Elements" were placed in the garden to commemorate their sacrifice, but history has forgotten them and Discord has reproached this failure to Celestia.
