I'm no magic player, but City on Wheels sounds like it would make a lot of bakk-and-forths.
And the first one would be hilarious. |

"non-basic"
^^The point is as such: Let's say there is a nice land that gives two colorless, and one player uses it. The other player can choose a different land than that one and have an untapped land, or pick the valuable one that would still be tapped. If you do switch one valuable land, it never untaps, so playing this land actually disables an opponents's land. However, afaik, this ability may be played like any instant. As such, whenever your enemy has carefully made a plan for his X lands, you can suddenly take one he needs, even moreso if you take the last land of a certain color. Also, multiplayer games. Also, I'mreallyreadingthat. |

And then I realized the first card is ambiguous.
It could mean (non-basic land) permanents, so only special lands get removed,(unlikely) non-(basic land) permanents, so only basic lands remain, (more likely). In that case I'd phrase it as "Remove all permanents from the game that are not basic lands." |

yeah, some wordings get incredibly confusing to do, and there are no cards that I can think of that I can find on gatherer that does something like this, wrath doesnt care at all about lands, so the whole idea is to remove all things with special (copyrighted) names. |
