I'm afraid I have to disagree here, but only based on the given question's phrasing. It says "More vile and villainous". Discord is awesome and badass, but the Joker robs and kills people. That's more vile than chocolate rain and cotton candy clouds, IMO.
Generally, though, Discord wins hands down. |

Joker = Joker (Joker - Hasbro) + Q= Discord - In my opinion Discord could out-evil the Joker any day but it has the rest of the show holding him back. He was an all-powerful (Yeah, elements, i know) sociopath that could twist reality at his whim, and yet, he decided to do all of that AFTER mind-raping 5 girls that stood no chance (In THAT moment) and let them free just to demoralize the last one. Discord is more disturbing and horrifying that people seem to give him credit for, but, yeah show for little kids and all would not allow us to see all of the implications of the things he did and everything fixed itself when he was defeated, because little kids show. Have i mentioned little kids show? - In case you are wondering, my vote goes for the Joker because even as a kid i could see all of the "implications" of his acts and made me say "Holy shit" (More like "MIEEEEEEEEERDA", actually). Discord could have been made more terrifying but i doubt media watchdogs would like it that way |

While I agree that Discord has the POTENTIAL to be worse, he isn't. He uses his power to bring disorder and insanity. It's like Wonderland, in a way. Joker would turn everything into a dystopia if he could. Not to mention playing Arkham City reminded me why the thought of Joker made me piss myself when I was little. He's completly insane. Discord is crazy, but he's not as bad as Joker. |

While Discord certainly is more powerful by an enormous margin, and could potentially do many horrible reality bending things to ponies he didn't seem inclined to. He seemed to be fine letting things stay "silly".
The Joker on the other hand, even when just keeping to the "Animated Series" universe has earnestly tried to rob, maim and kill people just for laughs and profit. Discord, perhaps more of a favorite but definitely less vile than Joker. But then again, Discord did rule as a chaotic dictator, ushering in a reign of unhappiness before the sisters deposed him and turned him into a statue. It's a hard call when all things are considered. |
