Protecting her from fan-ponies is probably a more regular necessity.
And to be fair, Nightmare Moon was bested by six seemingly average ponies, several of which had no unicorn magic or combat training at all. |

They didn't have the Elements with a capital E until they reached the castle of the pony sisters though. Up until that point they were just friends who happened to represent those elements well.
If you read fan fictions, you might have expected Nightmare Moon to just wipe Ponyville off the map with a flick of her wrist, but the Princesses clearly don't operate at that power level, even though raising the sun and moon are impressive feats. |

There are numerous shadowy organizations in Equestria planning the downfall of Princess Celestia. Not only does she know all about them, she is involved in several of them herself, pitting them against one another so they're too busy squabbling to come after her. |

They are likely more than simply bodyguards, though that would be part of their duties. They would likely guard the palace, the city of Canterlot, and when needed, the entire nation. They are apparently both the army and the police, and perhaps the "eyes" of their Princess, reporting to her what they find. |

We only see the times when Celestia needs the Element Bearers to do the job -- Nightmare Moon, Discord. Remember that Nightmare Moon managed to trap Celestia away, even if she couldn't kill her; there are presumably lower-level threats that can also seriously incapacitate Celestia, if not kill her, which the guards *are* able to handle. |

Remember that Celestia needed the Elements of Harmony to defeat Nightmare Moon. Likewise with Discord, it required both Celestia and Luna using the Elements to defeat him the first time. And Celestia herself has said in "Return of Harmony, Part 1" that she can no longer wield the Elements. So we can reasonably assume that however powerful Celestia may be, she would have been unable to defeat either Nightmare Moon or Discord with only her own abilities. Hence the need for Twilight & Co. |
