^ paypal has a 1 to 1 pay ratio so. 15 american would transfer over to 15 euro i believe. |

Erm. What? No. If you pay €x it will exchange it at a standard rate, minus a small fee. Currently US$15 would be about €11.75.
If Paypal transferred at 1 to 1, people would transfer dollars to Europe, extract the euros in a bank account, transfer it back by wire, remove the extra value as profit, deposit the principal in Paypal again, and repeat until Paypal was out of money. |
