It sounds closer to a guard Captain giving a rebuke to a Leader who ran off on their own without informing anyone. There's absolutely nothing he could do to STOP her, either physically or authoritatively (And she probably has the power to simply dismiss them), it just wasn't the best idea for her to do so. |

The President is basically the Secret Service's baby, and they're one of the few groups with the authority to just straight up ignore whatever the President says and do what's necessary to protect them. They'll even straight up carry the President bodily between them if need be.
As such, trying to duck them or indulge in some impulse for any reason would be an extreme breach of protocol and word of the President avoiding their own security would be a severe gaffe. |
