Where does the ability lie? Do they have some kind of coating on their feet? Do they just lightly hover above the cloud actually? I'd be interested to know how it functions.

Nah, it's gotta be natural for pegasi. Fluttershy had never been to the ground before she fell at camp, and there were tons of blank flanks around for Dash's race. You can't build a city in the clouds if the population's offspring can fall through them for any amount of time.

Scoots is a ground-bound pegasus. Who are her mom and/or dad that they are exiled from Cloudsdale? Fluttershy is the only pegasus we've seen living on the ground and she's well.. Fluttershy.

There's either some serious love or serious lameness in Scoot's background.

Walking on clouds has got to be a natural, automatic Pegasus ability. If it were not, there's no way that somepony as awkward as Fluttershy could have survived long enough in the clouds to get her Cutie Mark. By her own admission, she was a poor flyer until after she got her mark.

Flying and cloud-walking are different things. One is an inherent, possibly magical talent, and the other is a skill that must be learned.

^ Yeah, cloud-walking does seem to be a trait that all pegasi are born with. Flying takes practice.
