Legitimately. Firefly (pic one), a G1 character, was Faust's original plan. However, Hasbro no longer owns the copyrights for that character, and many other G1 characters Faust had originally redesigned. So she had to alter her plan, recreating G3 characters into her G1 interpretations.
Rainbow Dash, along with Twilight Sparkle, Pinkie Pie, and Fluttershy, are a mix of G1 and G3. Here is an easy comparison, since we see the two Rainbow Dash predecessors side-by-side. Rainbow Dash has Firefly's brash personality, and also has the same hairstyle that Faust intended. However, her hair is rainbow, like the G3 Rainbow Dash. G4 Rainbow Dash is also a Pegasus, stemming from G1. The most obvious factor of the combined two is the Cutie Mark. It is a white cloud with a rainbow lightning bolt. G1 Firefly's Cutie Mark was two blue lightning bolts, while G3 Rainbow Dash's Cutie Mark was a Rainbow with clouds on the end. In this way, G4 Rainbow Dash's Cutie Mark (and even Rainbow Dash herself) is like a lovechild between the two characters. The white cloud remains, as did the rainbow, and the lightning bolt. All three rolled into one!
