I would assume it's anything where breasts are the focus of the image, otherwise prominent or exposed. |

^^^Human implies breasts, but anthro doesn't necessarily mean breasts. It should be pretty obvious that you only tag as breasts when breasts aren't a guarantee. |

When an art piece has clear heavy emphasis on the chest area of a female figure, humanized, anthropomorphized or otherwise, it should then be tagged with "breasts". |

I've seen some images here where breasts were added to regular ponies and nothing else anthro or humanized was done, which I think is the perfect case for the tag. |

The point is not when something obviously should have the tag, but where the borders lie. 90% of anthro and 99% of humanized pics should have the "breasts" tags if it was about mere depiction. I agree with #617992. |

If it has knockers anywhere on it, I say tag it breasts.
Tag it breast if the focus is on the breast area of the thing. |
